For some strange reason, as yet unfathomed by me, I can receive email, but I can’t send any out. I’m going to need the help of a computer guru who knows a lot more than I. Nothing that affects the blog, though, that I know of.

Start–>Control Panel–>Mail–>Profile–>
Verify SMTP settings with your ISP provider
‘Rebuild profile’, ‘Create new profile’ etc etc etc

I use Thunderbird instead of Outlook (?) but maybe not for much longer.

Me, I’d still recommend T-Bird. If you’re using TBird, there’s more options for troubleshooting. You can ask their whole user community for help, or just reinstall the whole program. As long as bedrock SMTP settings are good all should be well. Call your ISP; insist on a report.
Key clue is that you are receiving eml okay. Therefore I suspect your outgoing mail server settings. Go through every T-bird setting and look for anything odd. Save all your emails and build a new profile; save all your mail to a local file and then re-install from scratch.
You can also check your Event Viewer logs, check your VR logs … verify your router is A-ok…
